2. I have the following comments

to make on the proposals, the references

given below being to the corresponding

heads and paragraphs of the report:-

I. Pensions.

(a) As regards the definition of

"pensionable emoluments", "personal

allowance" and "house allowance" in

respect of service in the Colony, it has

been suggested that it would be desirable

to adapt the wording which will appear in

the revised edition of the Model Pensions

Ordinance, and which will be circulated

shortly to all Colonies and Dependencies,

viz:-

"2 (c)

"Pensionable Emoluments"

}

(i) in respect of service in this

Colony includes salary, personal allowance

and house allowance, but does not include

duty allowance, entertainment allowance or

any other emoluments whatever", etc.

"Personal allowance" means a special

addition to salary granted personally to

the holder for the time being of the

office,
